<p>The National Council on Disability (NCD) is an advisory agency on <a href="/facts/Disability/vr9BPUxo">disability</a> policy in the United States for all levels of government and for private sector entities. </p><p>NCD is an independent agency of the <a href="/facts/Federal_government_of_the_United_States/VJCxUaf7">United States government</a> headquartered in <a href="/facts/Washington,_D.C./enXPK156">Washington, D.C.</a> Its membership includes five presidential appointees, four congressional appointees, an executive director appointed by the chairperson, and a full-time professional staff. </p>
